You can insert service blocks and change a service block location on the page in the Edit Content or Edit Structure windows.
You can change block design in Templates/CSS.
You can change block titles and comments inside blocks under the Settings tab. Each block can have different titles and comments for every language version.
Block  displays primary information on each service page. It can’t be inserted into content pages. Note: you have to insert this block into a service page, to make the information that is automatically placed there visible (in Visitor Area). Content and title of this block are different for each service page.
